Percent Change vs. Percentage Points: Stop Mixing Them Up

Learn when to report a relative percent change, when to use percentage points, and how to state the baseline so a comparison cannot be misread.

If a rate rises from 20% to 25%, it increased by 5 percentage points and by 25 percent. Both statements are mathematically correct, but they answer different questions. Confusing them can make a modest change sound enormous or make a meaningful relative change sound small.

Percentage points measure an absolute difference between rates

Subtract the old percentage from the new percentage. If customer conversion moves from 4% to 5.5%, the increase is 1.5 percentage points. This is often the clearest way to describe a change in a rate, share, margin, probability, or survey response that is already expressed as a percentage.

Percentage points preserve the scale of the original measure. A drop from 55% to 50% is a five-point decline. Saying only “down five percent” would imply a different result: five percent of 55 is 2.75, producing 52.25%.

Percent change measures movement relative to the old value

Subtract the old value from the new value, divide by the old value, and multiply by 100. The Bureau of Labor Statistics guide demonstrates this formula for index values. For the 4% to 5.5% conversion example, the increase is 1.5 ÷ 4 = 37.5%.

The baseline is doing important work. Going from 1 customer to 2 is a 100% increase but only one additional customer. Relative change can be useful while the absolute counts remain too small to support a confident conclusion.

Watch for zero and negative baselines

Conventional percent change is undefined when the old value is zero because division by zero is impossible. When values cross zero, a relative percentage can also become confusing or misleading. Report the absolute difference and provide the two values instead of forcing a percent-change statement.

For repeated period comparisons, verify that both measurements use the same definition, time window, and denominator. A conversion rate based on sessions cannot be compared cleanly with one based on users. A changing denominator can move a percentage even when the underlying count stays flat.

Choose the denominator before doing the arithmetic

Many disagreements about percent change are really disagreements about the baseline. If a store’s defect count falls from 40 to 30, the reduction is 10 defects and 25% relative to the original 40. Dividing by the new value produces 33.3%, which answers a different question. Write “relative to the previous period” or name the comparison group so the denominator is explicit.

When comparing two groups at the same time, avoid language that implies a time trend. If 12% of group A and 9% of group B choose an option, group A is 3 percentage points higher and about 33% higher relative to group B. Neither statement means the rate “increased” unless the groups represent earlier and later measurements. Add sample sizes when the rates come from surveys or experiments, because identical percentages can carry different uncertainty.

For reductions in risk or failure rates, report the absolute change alongside the relative one. Moving from 2% to 1% is a 50% relative reduction but only a 1-point absolute reduction. Both are correct; together they show scale. A reusable template is: “The rate moved from A to B, a change of C percentage points and D% relative to A.” If the baseline is zero or negative, omit D and explain why.

Write comparisons that survive a skim

  • Include both the old and new values.
  • Use “percentage points” for the subtraction of two rates.
  • Use “percent increase” or “percent decrease” for relative change.
  • Include counts when small samples make rates look dramatic.
  • Round only after calculating, then use consistent precision.

The UK Office for National Statistics style guidance likewise recommends making distinctions around percentages explicit. A strong sentence might say: “Conversion increased from 4% to 5.5%, a gain of 1.5 percentage points or 37.5% relative to the earlier rate.” The extra words remove the ambiguity completely.
